The vote ended with 42 affirmative votes and 30 negative, with no abstentions. Outside Congress, clashes broke out between protesters and security forces, with several injuries reported.

The initiative now goes to the Chamber of Deputies, where the ruling party will seek its final sanction during the extraordinary sessions.
